In this odd mix of comedy and thrills, Christian Slater stars as a dropout who is forced to shape up when his brother - the owner of a privately funded San Francisco police franchise - is murdered. Slater then takes over the franchise in an attempt to find the killer. Slater's smug smart-aleck asides to camera and the silly sound effects come across as desperate attempts to spice up the banal script, but this remains pure trash with just enough flash to make it a watchable potboiler rather than an irritating time-waster.

George Kuffs didn't finish high-school, just lost his job, and his college-age girlfriend is pregnant. To top it off, George's brother Brad is killed and George inherits Brad's "patrol special" privatized police district and all the problems that come with it.
